The Washington Hop Commission contemplates awarding a sole source contract to 2nd Sight Bioscience to provide develop automated hop stringing equipment.
The Washington Hop Commission has prioritized the development of mechanical solutions to address production practices that require high labor inputs. The contemplated contract with 2nd Sight Bioscience would supplement other grant funds and contributions by individual hop growers on a project to develop an automated hop stringing machine. Two years of preliminary work with individual growers has gone into development of preliminary design. After reviewing this preliminary work, the Washington Hop Commission has approved a grant to assist with the next phase of development.
The contract will be issued on or about March 1 for 9 months with two options for annual extension. The dollar value is $26,000.
Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements by March 21, 2019. The following information should be included in the capability statements: knowledge of the hop production practices that are being targeted by this project (hop stringing), demonstrated ability to develop and commercialize agricultural mechanization solutions that require robust operating design for reliability under field conditions, and a timeline for potentially developing and testing a prototype under field conditions.
In the absence of other qualified sources, it is the state’s intent to make a sole source award of the contract.
